I don't think there's a magic cutoff anywhere, where it's perfectly safe. For instance, even occasional light drinking causes a slight increase in your risk of throat cancer (according to my pathophysiology prof. from a couple years ago), but hey, that's still not too likely to happen. Similarly, being a little tipsy may increase your likelihood of doing stupid stuff that you regret later, but not nearly as much as being roaring drunk. There's a sliding scale of potential badness.
My rule for myself when I get in the mood to drink too much is not to drink more than every other day, and recently I've added "One drink is the norm, more than 2 drinks is probably a bad idea, and more than 3 drinks is always a bad idea." to that. And of course, no drinking and driving.
(And I come from a country where it's legal for 18 yr olds to drink, so I'll spare you the preaching about waiting until 21.)

An 18 year old should not drink anything. It's not legal. Tell your friend to lay off the drinks for a few more years. He or she will be smarter in a couple years.

None! She's underage and if she gets caught, she could get into a lot of trouble! If she's having a problem, you should confront her right away and try to get her some help. She could be dangerous if she's drunk.

Just occasionally.. not everyday.. drinking too much liquor will make you old... Our body needs alcohol sometimes but not always
