Although your neighbor is responsible for any damages the tree causes, I have not seen a law that requires someone to cut a tree down due to appearance. If you can prove it is dangerous, call your local code offices and ask who you need to talk to.

usually local codes are set in place to remove items such as this . check with your city office and see what they tell you, then ask your neighbor to remove it or the city can remove it and send him a bill for it.

You can ask them about hey what happened to your tree, and maybe they will tell you what is going to happen with it or ask if they need to help to remove it.
