There are very many distance education programs in the market, run by Universities and Private Companies alike. I would like to know if there is any thumb rule in the business of Distance education which would help a prospective entrepreneur understand the viability of this kind of a business model. In particular, I would like to know if there is an Industry average for 'earning::advertising expenditure'.

All businesses have ratios of expenses to revenue.
They are all determined by each company. There are databases that take this info and publish it as an average of industry, sector, etc.
Now finding it may be a little job.
Google "revenue vs advertising" - lots of hits
