I agree that the fish has dropsy. I would however suggest a different treatment. Maracyn 2 is not absorbed well into the fishes body which means it can't get to the infection quickly to cure the problem before it's fatal. Yes it can work, but often not fast enough to save the fish. You need an antibiotic that is well absorbed into the fish. I recommend you try to locate Furanace or Furan 2. In a long shot pinch, you can also try Fungus Eliminator by Jungle Labs as it contains some of the same antibiotics, but it would be my last resort medication. If you can't get one of thee first two, I would contact a vet, explain the problem and ask if he will prescribe Cipro or another well absorbed antibiotic for your fish.

With the proper medications, Dropsy can be cured well over 50% of the time.

I probably missed something because I can't understand why everyone diagnose it to be dropsy. I would assume dropsy would mean that the scale on the whole body has a pine cone looks? It's possible that in the later stage dropsy might develop but currently a big tummy could be something else.

Anyway, personally I would say that the swelling has somehow cause the fish problem in regulating it's swim bladder therefore it's swimming upside down.

From your description I could guess that some internal bacterial or viral might have cause the organs to swell or to retain fluid. A lesser possibility of a swelling tummy could be parasites infestation like worm(tapeworm, roundworm, etc).

If you believe it's could be a internal bacterial infection you could use the anti-bacterial you have or been recommended.

Your fish has dropsy. This disease is an internal bacterial infection. Maracyn two by Mardel will treat it, but it is pretty much always fatal. This disease almost always develops as a result of poor water conditions. Check for ammonia, nitrite, and nitrate, and correct any problems before adding the medication. Adding medication to dirty water is never a good idea.
