Basically the fine is punishment for that particular offense, whereas the suspension of licence via accumulation of points is to dissuade people who can afford multiple fines from re-offending.
In other words; if you just got hit for £60 each time the police actually managed to catch you for speeding, you wouldn't really be dissuaded from driving too fast.
As it is, however, if you get caught 4 times, you lose the license to drive at all. A far greater deterrent...

You don't: the punishment is the fine. The points are simply a record of your driving inability, that do you no harm if you drive properly, and a means of removing incompetent or reckless drivers from the roads.

Probably because you are in charge of a potentially lethal machine which you should know how to operate safely. Maybe drivers get punished twice in the hope it will get the message across.

You're not being "punished" twice.
You were fined....that was the punishment.
The points are used to determine your driving habits, by the "state", insurance, and transportation companies.
You don't want points.....Do you job, drive like you care about other peoples lives.
Bad habits = points BAD enough habits = no license

Personally, I think it's all a revenue thing!! The local authority(police department) makes money off the fine and the state makes money off the points, if you get enough of them anyway!! Plus if that isn't enough, the insurance company reaps larger rewards as well, as they charge more for moving violations!!
So beat them all at their game, drive within the speed limits and obey all traffic ordinances, take your money to the bank and collect interest yourself!!!

And I suppose you think the bank robber is also punished twice since he both pays a fine and goes to jail.
You aren't. You get a ticket, the consequence is you pay a fine AND get points added. AND not OR.

What? You still can't learn not to commit the offense?
I have no problems with that. I know the rules and abide by them.
Perhaps getting your car towed away or a shot with a taser might help, along with lost time at work and going to court.
It could be because this is SERIOUS.
