This has nothing to do with "networking", it's a security feature.

Assuming you use Windows XP or newer, your Administrator gave you a Limited Account to prevent you from messing with Windows.

Only the "Admin" can download and install software, so ask them to get the program for you and install it. They just might say No though, because "that's their job".

For the most part, you can't. Limited users can only install certified applications or applications that the systems administrator has designated in advance. You'll have to ask the sys admin to install anything else.
