There are 3 users, two have administrative options. I have access to the pictures and everything that was done before the other 2 users were added. I want to transfer the pictures to the other person with administrative options.

From your description all are on the same pc.
Move the picturs to the Share Folder - also called the All Users folder as this is the folder designed for all users on the same pc to share files, folders, pictures, etc.

The other person already has the pictures if they are on the same system. Just look in the same location the pictures are in the first user.

As email attachments seems the obvious way, unless I'm missing something.
