It's one of those old, obsolete laws that have never been repealed.
Yes you can wear black at night in Queensland. I don't know of anyone who's been arrested for just wearing black clothing. If they were doing something illegal at the same time, that's another story.
All countries have strange laws. The TV reporter has probably been surfing the web and come across the following sites. It must have been a slow news day. :)

or
http://www.angelfire.com/ca6/uselessfacts/rules/001.html

Examples:
You can't plow a cotton field with an elephant in North Carolina.
In New York State, it is still illegal to shoot a rabbit from a moving trolley car.
In Breton, Alabama, there is a law on the town's books against riding down the street in a motorboat.

I think this is one of those silly laws that was introduced years ago but is not enforced or even known about.
From what i have read the law was that you couldnt wear black clothes, shoes AND smear black shoe polish on your face because thats the preferred attire of a cat burglar. LoL.
So.... you can wear black clothes, or even black clothes with black shoes but maybe avoid the shoe polish on the face. haha.
I think all countries have weird stuff like this. For your amusement, the below website outlines some of the USA's more amusing/disturbing laws.

No it's not true. I have just been out in black sweater and black shoes and I have not been arrested yet.

Wear totally balck cothes, however, can be a health hazard at night as your body and a hoodof the car travelling towards you are not socially compatible.

Edit: ROTFL. iansand9876 and BigD, you guys cracked me up! Oh yeah, I HAVE~~ heard of the question about the hippo racing as well. What a hoot! Also heard about the question asking if they should bring cutlery with them on their trip to Australia. LOL

LOL...That's the funniest (and stupidest) thing I have heard in ages. Thanks for a good laugh!

As if you wouldn't be able to wear black at night here in Australia. How do you think it would be policed? We have enough crime etc to keep the cops busy...I don't think they would take time out from a violent situation if someone wearing black happened to walk past at the same time! "Quick, Stop apprehending that murderer...theres someone wearing black pants and SHOES!!!"

Hahahaha...

You can wear black. You can wear whatever colour you want. It's a free country.

It is not banned, but for some reason the drop bears tend to attack people in black. It is OK as long as you don't go near trees.

Why? What is it going to hurt? Its normally dark at night, right? Maybe the Australian animals wouldn't be so apt to attack? Maybe the spiders would ignor you. I don't know. Interesting.
