how can i set up a patent medicine store in kaduna, nigeria?

i am interested in setiing up a patent medicine store in kaduna, nigeria and i would like to know the requirements to be able to do that. can any one help me out.

1) You need to be a Nigerian national living in Kaduna.
2) You need to know who controls the 'legal' aspects (issuing of permits etc.) and approach the right person and offer the right bribes.
3) You need to know who controls the 'illegal' aspects (protection rackets etc) and make sure they are OK with your plans and will only expect what you can afford.
