Because a majority of people don't listen to everything and don't think quickly enough to realize that they are only saving $0.08
BUT WAIT call now and we will send you 2, you just pay additional shipping. I hate when they do that as well, the shipping charges are higher on the free item than it is on the item that you purchased, how the hell that can be is beyond me.

The answer is, really, that they make a lot more sales that way. (The psychology behind it may not be too challenging to figure out, either.)
