It means that the sun is shinning when we talk about "un jour ensoleillé" = a sunny day
Today for example was supposed to be un jour ensoleillé according to the weather forecasts but it's cloudy !!!!
You can also use it in a figurative sense and say that I have "ensoleillé" (meaning enlightened) your day by my answer ;)
