Because if they ban manufacture of tobacco cigarettes, you'd wind up with a situation analogous to the prohibition of the 1920's.
Bootleg cigarettes of questionable quality (and possibly more carcinogenic) would appear.
More crime would arise related to cigarettes.
It's much better to leave them legal and make them expensive. The government gets money. The people get good quality cancer sticks. There is less crime relating to cigarettes.

Well first of all the government does not ban 'things' on the sole principle of these 'things' being 'bad for you'. It just doesn't work that way. People need vices. It is not the governments duty to be a parent and protect the people from themselves. At least not in a democracy.
Banning the manufacturing of cigarettes would cause a lot more problems than people being stupid enough to smoke. (Yea, I used to smoke too and occasionally do sometimes even now.) Joblessness and poverty would become larger problems and those cigarette taxes? Well, those would be lost too, so everyone taxes would go up in order to take care of those who lost their jobs due to the sudden shut down of tobacco companies and farms. And like the previous answer said, black market tobacco and further government funds are lost.
Besides, what about rights? People have the right to destroy their bodies in socially acceptable ways. Like I said earlier, the government is not a parent. If that so, why stop at smoking? What else might be banned? The Internet? Porn? Violent movies? Fast food restaurants?

For the same reason they don't ban alcohol manufacturing. It's been done and we all know how well that worked out. It is up to the individual to make the right decision and not smoke. If you are a smoker, I can tell you quitting is possible (I did it, and it is harder for women to quit than men, according to research)...You can do it...You'll live longer, and so will all those who share your life. AH! You're catching on. If you really read the warning on a pack of cigarettes it says "may cause cancer." Well, there are a lot of things that "may cause cancer." Statistically speaking, of all reported lung cancers only 13% are smokers. But smoking has been demonized for the very sake of taxation. There is no "absolute evidence" that smokng causes cancer. Just as there is no "absolute evidence" that Twinkies cause obesity. But prepare yourself for a new tax on fast food and junk food. It's going to happen. The powers that be are saving you from yourself because, apparently, the brains we were issued don't work. So we might as well make somebody rich with all their fancy lies.

'Cause they make lots of money. They would make even more if they legalized weed and sold it for twice the price(I don't smoke it, but can't understand why it's illegal and ciggarette's aren't).
