Skype has a unlimited plan for making calls within the United States and Canada for $29.99 a year or $8.85 for 3 months.

However you can also have your very own personal phone number including voicemail from Skype so that others can call you. This is known as Skye In. It cost 3 months for $18.00 or 12 months for $60.00.

You will need a microphone and headset to use skype, or you can buy a usb phone that is connected to your computer by a usb connector. Check your electronic store like Best Buy or Circuit for these items.

you can also get a USB ATA phone adapter, which will connect any standard phone to the skype service...

it is not documented.. at least not anywhere that i have found on there website.. but if you do this... to make a skype out call you will need to dial 00 in place of the + symbol... and press * afterwards.. so basically dialing skype out with the usb ata phone adapter.. your outgoing call would look something like this:
00 1 718 555 1212 *

the 00 sends the + symbol to skype, as regular phones do not have a + key, and the * is the send command...

the other guy already answered the cost for skype.. so i dont need to repeat it..
