give it up and regroup your forces .from kicking the ball after losing the vantage in football sometimes on third down for field position but usually on fourth down when a first down chance looks dim.

It's a football term. When the team on offense fails to earn a first down by their third try, and they are too far away to attempt a field goal, the only option is to punt, thereby giving the ball to the other team and going on defense themselves.

The term is used in a non football context to mean that something was tried, it failed, and now they have to go back to sqaure one and try something else.

It means that when your options are limited and you in turn want to limit the possibility of further loss, you do what a football team would do in that situation, you would have your quarterback "drop back and put." Hopefully, this will catch the other team off guard and give your team a chance to recover the missed punt.
