I have a regular, plain old telephone landline with Call Waiting from Bell Canada. Sometimes, Call Waiting works perfectly, but other times, people who dial my number while I'm on the phone get a busy signal. What's going on?

All I can think of is this - which is the case with ALL telephone companies: If you are in the process of making a call, and it has not yet connected, anybody that calls you will get a busy signal (or go to voice mail, if you have that). Tell your callers to try again in half a minute, if they get a busy signal.
