I don't think there is such a thing although there is a "Task Pane."
You can enable and disable any such thing by checking or unchecking the selection... Assuming you're talking about Word 2003,
Menubar > View > Toolbars >

I'm not sure what you're missing, a toolbar or the menu bar.
If it's a tool bar (something with buttons), right-click on a blank area of the top (brownish area) and select the toolbar you want.
If you're missing the menu bar (File Edit View, etc), right-click on a blank area of the top (brownish area), select Customize, then check the box for Menu Bar.

Try this: 1. Right-click on any toolbar and select Customize down near the bottom. 2. In the Categories column, select Edit. 3. In the Commands column, drag and drop the icons you want to the toolbar you want them. 4. If you drag it to the wrong place, drag it to the right place. 5. When you're done, click Close. Hope that helps.

Right button of mouse on empty part of too or menu bar area and make sure top two toolbars in list, i.e. Normal/Standard and formatting are ticked.
