Are there camcorders that record to either dv tape or memory card/stick?

Yes, there are just go to the nearest electronic store like Best buy. They even have cameras that burn disc too. Do lots of research on them before you buy. Just because it really cheap does not mean it going to be a good camera, even if it is the most expensive.

My Sony Handycam DCR-HC40 records on DV tape and takes still pictures in the memory card.

Same applies for most digital camcorders.

I know that a few can record to the memory card if the primary medium is absent.
