Would you buy a deck rated 18 rms cea compliant or a 22 rms non compliant? The kenwood decks, are rated pretty high, but are not cea compliant. any thoughts?

It's hard to say. The whole point of CEA-2006 compliance is that it sets standards for amplifier outputs, so you can compare two products. If one deck is CEA-2006 compliant and the other one is not, then it's hard to say if they're comparable. You can look for more information in the specs; if Kenwood rates the power from 20-20,000 Hz and shows less than 1% distortion, then the rating is probably legitimate.

Even if both ratings were CEA-2006 compliant, there's not a very noticeable sound quality difference between 18 watts RMS and 22 watts. I'd probably base my decision on other factors, such as ease of use, expandability, and other features.

I does not mean that at all. It makes everyone who participates in CEA 2006 advertise the "actual" ratings for their equipment, not some numbers that were pulled out of a baloon (INFLATED). It has nothing to do with the quality of the euipment, nor how it is made. You will no longer see 4000watts MAX on the amp with a 25 ampere fuse, from a CEA 2006 compliant product. No more exarattion (lying) from CEA 2006 participants. But CAE 2006 is voluntary. No manufature has to participate in this regulation. Boss will still make their 2500watt, $50 subs because they won't be CAE 2006 compliant.

hello. a kenwood deck could be great, but the industry's changed a bit. Mainly will the deck fit in the dash without needing any further work to the dash? good luck
