The Germans supported Franco during the Spanish Civil War. In return Franco provided the Blue Division, which served with distinction on the Leningrad Front.
Hitler actually requested permission from Franco to assault Gibraltar from the Spanish side in order to wrest that bastion away from British control. Franco wisely said no and Hitler did not press the matter.
Franco remains the only fascist dictator of that era to have served out his full term!

Spain was sort of an ally to Germany. Germany backed Franco and tested weapons during the Spanish war just before WWII. They had a big military complex. They also had a history of animosity toward Germany. Russia had been defeated by the Germans in WWI, just 20 years earlier. The Germans felt much more threatened by Russia than by Spain. Too, the Germans probably felt that they had Spain contained, since Germany controlled France and northern Africa.

There are several reasons:1) Spain was Germany's ally. They even sent troops to fight on Germany's side against Russia. They were organized into the "Blue Division".
2) The Spanish Natiomalists were supported by Germanty(and Italy) against the Communists during the Spanish Civil War; 1936 to 1939.
3) There are ancient rivalries between Germany and Russia.
4) Russian oil.
5) There are large groups of ethnic Germans who live in Eastern Russia.

Hitlers Forces trained for war by getting involved in the Spanish Civil War. German Luftwaffe, Tank forces and soldiers served on General Franco's side.
Hitler and General Franco were good buddies.
Although supposedly neutral Franco allowed many thousands of Spanish to join the "Blue Division" and go fight the Russians in the Russia Campaign.

Spain was ruled by dictator Francisco Franco, from 1939 - 1975. During WW2 Franco assisted Hitler by sending volunteers to help the Germans fight the Russians. They also sent some of their fighter pilots. Hitler agreed to honor Spain's neutrality, due to Franco's anti-Communist stance.
Hitler planned to dominate Europe from the Atlantic to the Ural Mountains. His plan, known as "Operation Barbarossa", called for the destruction of the Soviet Union. Hitler hated communism and was willing to leave Spain alone.

He let this hatred blind him to the fact that Napoleon's invasion of Russia had resulted in disaster for Napoleon. He let this hatred blind him to Otto von Bismark's doctrine that Germany should never get involved in a war on two fronts. Finally, I suspect that the ease with which he rolled over France, the Netherlands, and other western European countries led him to underestimate the difficulties he would face in Russia.
While Spain was neutral during World War II, it was a relatively friendly base of operations for German secret intelligence agents and saboteurs.

Spain was friendly to Nazi Germany. German soldiers fought in the Spanish Civil War in the 1930s.. Germany used that war to try out their new weapons.
