The answers above pretty much sums up most you need to know. Waikiki hotels tend to be costly, and anything in the $100/night region is on the lower side. If you're lucky, you might find some place cheaper. Ohana hotel chains are cheap. Try research on some of the links given above.
I would also like to add another new chain of hotels called "Aqua Resorts", which I had the chance to stay at couple months back. Stayed for couple of weeks for abt $100/night. New, clean and the finishings/furniture/fittings although not expensive, are NEW. Most hotels in Waikiki, for the price you pay, have older decor & furnishings.

Hotels in Waikiki are all expensive. Even the budget ones are going to run you $100/nt and consist of a bed and a dresser only.
There are no hotels are cater to young people but if you want a hotel that has a night club built right into the hotel you can check out Ala Moana Hotel (which isn't right in Waikiki but is close) and Sheraton Waikiki Hotel. Both of these clubs have nightclubs in their lobbies that many local people frequent. The Ala Moana is the cheaper of the two but not by much (rooms will run you in the $125/nt range).

I don't know of any hotels that fit your criteria. However; There is lots of action at Waikiki. Many clubs, great booze cruises and some of the best people watching in the world. The Strip at night is amazing with street performers of all types and loads of young people. sometimes it feels more like Vegas than Honolulu. You'll have a blast!

Cheaper hotels tend to draw younger crowds, so try the Ohana chain, like Ohana Maile Skycourt, or the OUtrigger chain. Some are right on the oceanfront, so you can get plenty of nightlife action in Waikiki.

Look into the Ohana hotels on Expedia. They would be less expensive.
Have fun and enjoy yourself!
My family and I usually stay at the Pacific Beach Hotel, and my brother in law is single and my son is also single and they both enjoyed the hotel.
It doesnt really matter what hotel, just enjoy relax and have a wonderful time!

If you stay at one of the hostels, you will find a younger hip crowd to hang out with. Some hostels even have parties, or tours to go on together. And they are cheap.
If you just stay in a hotel and don't expect it to be the place to pick up someone, go to Dukes, or do some pub crawling.
