It takes time, be patient. The higher you go in levels, the more work it takes to get to the next level. I moved quickly to the fourth level. But getting from four to five took a lot of work. Now I am at level 5, I have been here for a good bit of time. I do not think I will ever get off of level 5, but that is OK, one day I know it will happen.
