if you dont want oe with papers go to the shelter. Any dog you buy from a "breeder" with out papers will just be a poorly bred dog either from a puppymill or back yard breeder. If you are not willing to buy a expensive dog from a GOOD breeder then have fun with all the vet bills you will have from the crappy bred dog you buy. You need to find a breeder who KNOWS what they are doing and has the parents properly tested (And not just a glance over from the vet either) But xrays and such for hips elbows ect

With out papers, I'd say $200-$300 TOPS. I'd look into the breeder you are getting your puppy from too. A lot of times the breeders are very uneducated.

Puppies in WIsconsin are often from puppymills. If you don't care about papers anyway, please consider adopting a Pom from a local Pom rescue or a shelter!
I would say about $300 without papers.
