When Jesus claimed for prophethood after martyrdom of John. Nobody accepted him. Then one day he went to river and found 12 person washing clothes. He told them come i l tell u method of washing hearts. They followed him. And according to bible these 12 were for twelve tribes of Israel. because before leaving this world he assigned them duties to these tribe in the following words:

5 These, twelve Jesus sent out and commanded them, saying: “Do not go into the way of the Gentiles, and do not enter a city of the Samaritans.
6 “But go rather to the lost sheep of the house of Israel.
7 “And as you go, preach, saying, “The kingdom of heaven is at hand.’ (Mathew 10:5-7)

He didn't he had 14 all together. You forget the Apostle elected to replace Judas and Paul Who became Apostle of Christ after the Crucifixion.

To guide and lead the Church he built through the power of the Holy Spirit. The Apostles in turn selected bishops and so on inorder to guide his Church throughout the ages. God bless.
