It means that after an event everybody can reflect on the outcome and analyse the specific decisions taken to achieve the end result.
The implication in the use of the word 'general' is that those doing the analysis will often suggest that had they been in charge they would have done things differently and therefore achieved a better result.
The saying points up the irony of 'being wise after the event'. Away from the immediacy of the 'battle', in the safety of hindsight, we re-play the event saying what 'should' have happened.

as i understand this, it means that during the "battle" only the "general" makes decisions and gives orders and is therefore responsible for the outcome. After the "battle" is over, is easy to say "u should have done this instead of that" and judge knowing what has already happened....
Something like : it is easy to talk, decide and judge after all is finished....
