Why?
Well, I truly believe there are 20 somethings that aren't "responsible" enough to drive cars.
Being 16, 21, or even 37 doesn't automatically qualify you as being responsible. Some people can handle the responsibility and some can't and it often has little to do with their age.

i dont even think that all people are responsible enough to drive a car. anyone who runs from a cop to try and get out of a simple ticket shouldnt be on the road period. 16 year olds tend to be more aggressive in their driving, but they have not developed the skills yet to handle the car properly. they gain the skills with experience, and by age 18 or so, they are better able to handle more situations. by age 25 aggressive driving tendencies fall off, and drivers become even more responsible with their driving. this is a general observation though.
there are 16 year olds who are responsible in their driving, and there are those that are not.

16yos cannot vote - marry - watch a 18+ video - drink in a public place etc etc. They are not trusted to do so. Yet they are trusted to drive a machine witch kills 3000 per year and injures 20,000 more - wow ant that cock-eyed.

No.... most the ones I see are usually bad enough with a skateboard / rollerblades / bicycle, never mind a car!

why do you think insurance companys charge such high rates teen drivers? it's because of the high percent of accidents.
a few are responsible, most are not.
