"People talk" is a general desciption of what people do, whereas "People say..." usually is followed by a statement of what is that they say.
For example: "People say that Paris is a beautiful city."

English speakers have difficulty in telling the difference between 'to speak' and 'to talk'.
Some say "Can you talk French?" instead of "Can you speak French?"
People speak a language...parrots talk.
You can use 'talk' when saying that people were having a conversation about something.."They were talking about the football game.."

When someone is saying "People say...." they are usually speaking in a general sense. "People say that it's easier said that done" or "People say that the traffic is very bad in New York City". It's not as common as saying "I have heard that traffic is bad in NYC" or "They say the weather in Las Vegas is beautiful".
When someone says "People talk" - I think this kind of implies gossip, and also not used very often (that I am aware of). (People talk about the guy who drinks a lot, etc...)
Hopefully that was of some help.

"People talk." means, roughly, that there are rumors going around; people talk, you know? It's a sentence all on its own; subject plus verb.
"People say" is usually followed by "that _____." It's an incomplete thought; you need something to come after it.

Say is transitive i.e. it has an object. people say something.
Talk is intransitive i.e. no object, and simply describes the action.
Not a silly question at all.
