That is truly an old wives tale. German Shepherds strive on learning all throughout their lifetime. They have to feel like they are doing something good for their owner. Just make sure you dont do anything to strenuous on the hips.GSD are known for hip dysplasia. Just find out if your GSD is food motivated, toy motivated, or attention motivated, and then go from there on the training. A GSD is also very very territorial protective. Once it starts to have trust and respect for you it will start protecting without you training it to. I assume that is what you want, since you live in a bad neighborhood.
Just be very very careful and teach good manners only to the dog. Never train to attack because if it attacks the wrong person, you could be in lots of trouble and the dog could be taken away from you. It will know when you are in trouble.

No dog is ever too old to train. However, if you're thinking about training him as a protection dog or a guard dog please reconsider. Not only are there severe legal ramifications if you try to train your dog in this manner and he happens to bite someone, but that kind of training requires an extremely stable temperament. I adore German shepherds, but quite frankly most of the shepherds here in the states do not have the correct temperament for that kind of training. Train him to be well mannered in the house and around the neighborhood and treat him well and if he has it in him he will protect you on instinct if need be. If he doesn't have it in him to protect you, absolutely no amount of training will bring that quality or instinct out and you will end up with a dangerous, unpredictable dog.

You can train any dog starting from the moment you receive it to the moment it leaves.

2 isn't very old. He should learn really fast. GSD are smart dogs.
