what agency should i go to check whether if its legal or not?

You can check a financial strength rating at www.ambest.com, if you can't find them, they aren't legit! You can ALSO check with your state insurance department, on their website, to see if they're admitted to do business in your state.

Lastly, you can check through the local BBB.

Your BEST protection, however, is to ONLY purchase insurance through a local agent. Someone with a brick & mortar office, that you can go to when you have problems.

If you buy off the internet, it's always "buyer beware". You can even be buying through a fake website, so when you check out the name, it SEEMS legit, but it's not really.

All the answers are good ones, my personal experience is that Best is too lenient.
I would go to S&P.com and get the financial rating. Personally I wouldnt deal with any company below A.
Then, verify agent or Brokers license. The License Registry is an affiliate of the National Association of Insurance Commissioners (NAIC). Be sure to get your agents Insurance license number, it is often on business cards or letterhead

Check online on your state's Dept of Insurance Website. Not only can you find out the legitimacy of the company, but also how many complaints they have and their AM-Best rating.

Go onto the Better Business Bureau. You can search the company and see if they've had problems in the past.

legal means that it is licensed to do business in your state. call the insurance commissioners office of go on line to the state web site.
They may also have complaint reports - which reflect people's satisfaction with them as opposed to their legality.

Unfortunately, you do have to register first, but it's free.

then type in the web address or whatever info you have...if they are certified it will tell you what fradulant activity they have done and how it was resolved.
