You could go for walks in the park, cook a meal together, play some type of sport together (like tennis), do a puzzle, etc. There are tons of things to do that require little or no money, just be creative and open to all possibilities.

dang! Woodenturkey beat me too it.... seriously? Small town, not a lot to do... Statistics indicate that you should be working on getting pregnant young lady! :)
How old are you? There are lots of fun, cheap date ideas, but after a year, do you really need to have a specific activity to do when you're spending time together? Rent movies, read together, just hang out and talk?
EDIT: I assumed you were younger, I'm sorry.
My ex-husband and I used to love doing "mini-road-trips" when we were in our early twenties and BROKE... (gas was cheaper then though...) we'd just pick a town we'd never been to before, get some snacks for the ride, and go... We'd talk and talk and talk while we drove... When we got to the town, we usually just ate at a fast food restaurant, looked around a bit, and turned around and went home.
If you guys are serious/ thinking about getting married, etc. Going to open houses (real estate for sale) can be a fun, conversation-inducing activity too!
And finally, learn to do something new together, take a painting class, or karate, or dancing... Many community colleges offer fun non-credit classes that you guys could take together...

Go camping. Go cycling. Volunteer together somehow (habitat for humanity or at a hospital). Take a greyhound trip somewhere and stay in the fleabaggiest place you can find. If you're together, you'll have a lot of fun no matter where you go. Fishing? canoeing? Take a multiday cycling trip staying at campgrounds along the way maybe. If you're not old enough to spend that much time together, make dinner for each other in your parent's house. Throw a movie night for yourselves at home. Build something together.

Go for walks, go for bike rides, go fly a kite , turn the radio on and hold each other close and dance. Play cards, play a board game, or just talk and make a little romance ! Take turns reading to each other, anything is special when you are with the one you love !

go putt putt golfing, or go for a picnic at sunset somewhere, take a walk in the late evening. that's pretty romantic. Have a date night at the house and make a homemade pizza, make your own drinks, and play games. Games always brings out flirtation and competition and makes for a great night. Have some friends over for a cookout. those are some things me and my husband do

This is why u need to develop your self. The parks department has many courses, hiking, sailing, tennis, bird watching, trips to do camping, thing young adults can tune into as hobbies the rest of their lives, unless what your doing now is so exciting, why not kayack, biking,etc.Life is more than hooking up------live, learn, develop your self.

Got to a bookstore...go to a amusement park like minature golf....play some video games together....go to a local park, play some baseball, or soccer or throw a football....go for a walk together...go to a music store...go to a benefit together....go to a fundraiser together...build a model together...go volunteer your time together to help needy people.... read a book together....go to poetry reading...go to a cafe...go to a coffee shop....go shopping together.
Go rent a DVD and watch at at his house. These are some good ideas...hope they help a little. Good luck!
