Probably chihuahuas, they frequently live well into their teens, or even their twenties.
The smaller the breed of the dog is, the longer its life expectancy. Giant dogs like Danes only really live about 6-8 years.
Cross breed dogs invariably live longer than pure-breds - better selection of genes, less congenital health problems. Every breed has a congenital problem that individuals will be very prone to, shortening the life expectancy of the breed. While chihuahuas are prone to hydrocephalus, there seems to be many, many ancient ones around!

the smallest dogs have the longest life expectancy. toy breeds can live between 18 and 20 years. generally speaking, the larger the breed, the shorter the projected lifespan. so Great Danes and Irish Wolfhounds don't often get past 10. although with better medical care, (including dental) and the really good food now available the life spans are gettng longer.

Generally, the smaller the dog--means a longer life.
My uncle's dachshund lived until he was 18. My vet said my dachshund would live until at least 15, if he stays healthy and doesn't become obese.

Many chihuahuas live past 20. My husband's ex hated being a mother to her four kids but loved her chihuahua more than anything. That dog lived to be 26 yr old. It was obvious she cared more for the dog than for her kids because we raised them more than she did.
