Bush has been advovating action against Zimbabwe ever since they evicted the white landlords. This may have precluded foreign aid in some way.

Possibly by failing to recognize and support the Republic of Rhodesia in 1970, say, by blocking UN sanctions against the newly formed country.
At least, that's the only thing I can think of that might have prevented the rise of Mugabe, who has managed to run the re-named nation into the ground over the last 27 years. And, it wouldn't have had great results, either, Rhodesia would have likely become a South-Africa-like minority-dominated state.
