I want to highlight my dyed brown hair. What product is safe?

I usually get my hair permed about once a year near before Christmas time. If I use a highlighting kit will it work on dyed hair and will I still be able to perm in Dec? I used to use a Loreal hair color lifting kit, but I can't find those anymore. Are the highlighting kits just like the bleaching packs at Sally's Beauty Store?

L'Oreal Creme is the best one, you don't need an actual highlighting kit
