Cockatiel skin flaky?

I just adopted a cockatiel from a rescue service and she has a cobweb on her (which i can't get off) and also dry flaky skin. (Some of the flakes were on her feathers too.) Do you know what this is? I am taking her to the vet but should I make a sooner appointment?

Her previous diet was perhaps not ideal. If she was on seed only with no greens or vegetables then she is likely vitamin A deficient. One of the symptoms is dry flaky skin.
