For safety it should be in an ankle holster.
Just remember to NEVER tuck a gun under your belt by your zipper...1 misfire & OW!
(I see them do THAT in movies all the time too...)

Very uncomfortably. I've carried revolvers in my boot tops and it was very uncomfortable and unhandy.
Boot holsters and ankle-holsters are OK for packing a second or third gun, but NOT for carrying your main gun, or an only gun.
Think about it. There are only two ways to draw from an ankle holster.
1 - Imitate a crane by standing on one foot while lifting the other and grabbing for your handgun. In this position, a five-year-old could knock you on your keister with no trouble and then dance a fandango on your face.
2 - Kneel on your off knee pull up your trousers and draw from a kneeling position. While on your knee, you'd better pray that the badguy you are drawing on doesn't kick a field goal with your head.
Stick with pocket, waistband, shoulder-holster, or fanny-pack carry for your main gun.

There isn't a viable way to do it. A holster and high top boots dont mix. I am not saying it couldn't be done, I am just saying I wouldn't want my life to be spelled out by how effectively I could remove a size able pistola from that configuration.
