Oh you most certainly would be arrested. As for the violations you're looking at ... illegal concealment of identity, disorderly conduct, incite to cause panic, unlawful acts while in an airport, etc ... you're looking at at least a dozen criminal and federal violations.
I can assure you the punishment for doing something that monumentally stupid would be quite severe ... you're looking not only at jail time, but significant fines (like over $100,000).
You do realize if you did this they would most certainly close down the entire terminal (if not the entire airport). You would be stranding thousands of travelers (maybe even tens of thousands, depending on the airport), and disrupt national and international air traffic. What gives you the right to effect people's lives like that just because you think it would be 'fun,' or as a prank. Accordingly, you can imagine how pissed off people would be, and why the punishment is so severe.

You would be charged with ignorance. You can't get to the baggage claim area without going through security. Even before 9/11, you would have been arrested for riding the baggage claim conveyor belt.
That said, at minimum, you would spend a long time convincing someone you were an idiot and not a terrorist.

It entirely depends on where you live. Anything that is not a direct violation of FAA or TSA regulations would fall under the local jurisdiction. (For example, city of Phoenix and Arizona Revised Statutes for Sky Harbor airport in Phoenix.)
Out here, it would probably fall under Disorderly Conduct, a class one misdemeanor.
Generally speaking, airports are one of those places where I wouldn't screw around. You're asking for far more trouble than the gag would be worth.

this is the problem the airports are regulated by the federal government as such if you violate the airport rules and regulations such as causing a disturbance, the charges will be federal in nature, hence the rest of your life when some one ever runs a credit check, back ground check your felony will come up

Well, you'd spend at least 8 hours explaining yourself, that's for sure. If they decided to believe that you were just being silly, they would probably then charge you with disorderly conduct for the time and cost of containing you and shutting down whatever airport you did this in.

In Texas that could be defined as disorderly conduct, but I dont recommend this behavior in an airport or major transportation hub of any kind because it would most likely lead to your arrest... TSA doesnt play...dont do it...

At the very least, you would be detained for a very, very long time. The TSA would probably figure that you were acting as a distraction for some other nefarious activity and they would hold you until they were sure as I am that you were just a couple of idiots.

Why the hell would you want to disrupt those who have legitimate security objectives. How would you feel if the security guard that tackles you could have been stopping the next attack on this country.

Hey how about this - you dress up and run around your school or neighborhood.
At least they wouldn't think you were a terrorist trying to cause commotion, they would just think you were nerds.
I think there are many other things to do - "just for fun".
