I would get the "sit and stand plus" they can stand or ride-depending on the need for that day. I would certainly get a double stroller of some sort, though. There will be times the older ones wants to walk, then there will be times he or she wants to ride, then there will be the times he/she is running in the store and you have to MAKE them ride!! LOL =)
best of luck
(here's the sit and stand plus-you may want to search more to compare prices)

Sit and stand:
Good for about 2 years and 5 years. An infant and 3 year old cant be in it at the same time since the infant's seat would recline onto the bench for the 3 year old, rendering it pointless, and 3 year olds still like to sit and see what is going on.
Side by side double:
Can cause trouble with an infant and older child that doesnt want to leave the baby alone. Wont fit through a doorway, rarely has trays.
Tandem (front to back): Great choice for this age difference, except most of them are made for little ones of similar ages.
Graco just started making the Quattro Tour Duo which is a great alternative. They are stadium seated so the baby can see when he/she gets older, but the front seat is designed for an active child that wants to feel independent with a snack and drink holder, and even a cubby under their seat. The back seat has 3 recline positions like a normal stroller instead of just up or down, and the back seat reclines too. The weight limits on this stroller mean it will probably be used until one or both is out of the stroller age. The front seat goes to 50lbs and the back seat to 40.

I thought about getting a double but I changed my mind. I found that what works best for me is to have my 2 year old in a lightweight stroller and wear my newborn. I always have my newborn in a sling because I would probably end up taking him out of the stroller anyway since he always just wants to be in my arms!

Hm. Whatever you do, don't spend a lot! Your three year old might be totally over the stroller thing sooner than later. When my older daughter reached two, the stroller was no longer in her plans.
The sit and stand sounds more promising. Good luck! Oh-one mroe comment, those side by side strollers are OBNOXIOUS when it comes to stores, public events, etc. because they take up tons of room.

I love my sit n stand! it works great for my newborn and 29month old! It all depends on how much your going to be using it. I got a baby trend sit n stand lx for 130 bucks and i use it at least once a week. i don't think a 3 year old would like being strapped in a stroller much.

how much does your 3 yr old weigh? Most double strolers are only rated to 35-40 lbs per seat. If he's a big boy, get a sit and stand. But a 3 yr old will probably just want to walk anyway, since he's a "big boy"!

Well for a 3yr old and infant I would go w/ a sit and stand...3yr olds can seem to fit akwardly into a stroller plus a sit and stand allows them to ride and walk if they want to...plus they arent as long as a reg double stroller!
