Only God knows the answer to that. The Bible doesn't share it to the best of my knowledge. I have also wondered the same thing. A part of the answer may lie in Jesus' words that it would be better for us to tie a millstone around our neck and jump in the sea than to deceive one of his children.
Satan and his demons have corrupted countless souls who are lost for all eternity. They died and have no chance for redemption. I think of the evil of the Nazi regime. Hitler and the others in my opinion were heavily influenced by Satan. The pure evil they did can be explained in no other way. They have no chance for redemption. Satan has done this sort of damage throughout creation.
First I question whether he could ever turn. Those who will turn are the ones who see God at judgment and realize their sinfulness. Satan has already seen God, what would change his life now?
Secondly, God's justice demands that Satan pay the price for the countless souls that have been lost for all eternity.

The angels who rebelled against God, known as "fallen angels or called "demons" by God, were banished forever from heaven. God did not give them the gift of "free-will" like Mankind, because they are spiritual beings, not mortal beings . .like people. These fallen angels, KNEW exactly what they were doing, for they know between good and evil, just like God does. So, why would God want them back into His kingdom? . .which only pure and holy things exist?
God banished them forever, for they broke His most important law: "You shall love the LORD, with all your heart, all your mind, and all your strength. There shall be no other god, but me." These fallen angels wanted to be gods, and replace God, Himself . .so God cursed them forever. They can not turn back, for their punishment is death, now. In the end of times, these demons, along with Satan (as their leader) will all die with the rest of the people, who refuse to repent and accept God, as LORD, and Jesus Christ, as their King.

The only sin a man cannot be forgiven is blasphemy against the Holy Spirit... rejecting God after you know Him in your heart... being in communion with God and choosing to end that relationship.
Consider: angels were in the actual presence of God Himself, and chose to reject Him and go their own way. Doesn't that sound like the same thing?

Repent to what end?
God's (our Father) plan is to build an earth, populate it with his spirit children by giving them physical bodies, knowing that there would be both death and sin. Also, providing a savior and redeemer to save from sin and redeem from death. Some spirits (including satan/lucifer and 1/3 of all that were there) choose not to follow this plan, but wanted God's own power and glory and honor. For this disobedience and unwillingness to follow his plan, they were cast out to the earth as spirit beings, never able to obtain a physical body, never able to follow God's plan of salvation and redemption. That is why they cannot repent and why they are "damned" (like water that cannot progress). The rest of us are here trying to follow the plan.

Because they are ANGELS! And as far as I know angels don't need to repent because they live by the Father in Heaven. They are made for a purpose: TO PROTECT.
If they fall they become outcasts...

Good question.
I always believed the fallen angels as being in the direct presence of God himself before they fell. In spite of being made beautiful and highly intelligent, by God who created them and loved them, they STILL rebelled against him. Maybe he felt they didn't deserve another chance.

you know why let me tell you why cuz if god let fallen angel repent then who do you think he going to blame when he dotn have enemy. i think dont want fallen angel to repent is so the if the god got nothing to do they go hunt fallen angel just for fun you know life is bored that why god need toy to play n the toy is fallen angel . no one in the world is fogiveful man just remember that cuz even god once a human . that why god only exit there were human also god have 7 sin too like us but they just go superior power than us . that why we call them god .

I tend to agree with either lulu muffin, pastor john, or Doppler at best but not necessarily. Its a good question. The fact is there is a lot we don't know about God. I recommend talking to God and asking him to reveal it to you or if you don't know God asking him to reveal himself to you so that you do know him and the mysteries of God. God being God will hear you and answer. That is how I have learned much. I talk to God and ask him for wisdom and ask him questions. He wants that. It is good to praise him also for who he is once you know him and ask him for his love also so that it will also be in you and spread to others. I follow the God of Jesus as my experience has led me in my life and from my experience I know this God and he is good. Oh and don't believe that junk about angels not having free will. Angels couldn't worship God without free will. Lots of people claim to now what they don't necessarily know.
