I answer this assuming
1) that the engine is switched on and running
2) the clutch pedal is pressed
3) the gear is in the right slot
4) however, the clutch pedal is not released

In the above the the car will not run. The reason is below:

In automobile, power is transmitted from the engine to the tyres through the transmission shaft. So, tyres can move. This is ensured by the engagement of the gear box with the transmission shaft. i.e when the gear box is engaged with the transmission shaft power will transmit to it from the engine.

Since pressing the clutch will disengage the gearbox from the transmission shaft, it will receive no power from the engine, and hence the tyres will receive no power from the shaft, and as a result the car will not run
