The 'Bikini line' is the exposed skin at the boundary of bikini style garments. It runs along the lower abdomen and between the legs. Anything inside the 'Bikini lines' is the 'Bikini Area'. The definition is kinda subjective depending on whether it's an itsy bitsy teeny weeny or a biggy piggy fatty matty one you use. I think what they're wanting to say in polite terms however is that it's perfectly safe for your 'girl parts'.

I'm going to assume you are talking about wax.
When it says that it means it is gentle enough to work on all parts of the body. Sometimes certain waxes are only for certain parts of the body because the wax is too thick and therefore can't be used on delicate skin such as arm pits. So you can wax your bikini or everything down there if you like.
It just means you can use the wax on any part of the body because it is that gentle.
