No. She has to be old enough to have it at home to be able to declare it at US Customs.

I don't know the actual rules, but it seems to me that if she had a note or something from an adult claiming it as a gift it shouldn't be a problem... Maybe it would be better to send it by mail though.

No. It's illegal for her to possess it in Switzerland, it's illegal for her to possess it in the US, and a note won't get you any allowance.

Before you ask, she can't bring liquor, either.

And no, you can't mail tobacco, either.
