It means: 1) he forgot to call. 2) he didn't forget to call, but just decided he didn't want to call. 3) he's losing interest and is trying to gently let you down.
It could mean all sorts of things, really. Why not just ask him?

He could be very busy with work and too exhausted to call by the time he gets home to relax. But he should give you a call or send a text message to see how you're doing. Or he probably isn't in the mood to call. I still don't understand guys to this day. Most guys don't think like women do and don't really for talking on the phone. Maybe you should call him to see what's going on.

Him being so busy with work could have something to do with it. You need to try to get ahold of him and ask him what going on. If he still doesnt call you then he is just an *** hole. You can do much better.

It means maybe he resents taking orders if you really "told" him to call. Otherwise, he doesn't think it is a priority and it shows a lack of respect for the relationship. It would also indicate he isn't a man of his word. Of course, it could mean something bad has happened to him. Call and ask him why, especially if he said he would.

Well, think about how it ended when you last spoke or saw one another - and how serious were the two of you.
Generally it means he's away or blowing you off which actually stinks.. and if you had a relationship he owed you the real reason - but whatever keep busy.

It means you should assume he has lost interest or is playing elsewhere. So you should empower yourself by dumping him immediately if he does call again, and find a better guy. if you nkow that he really really likes you then he hasnt lost interest in you and hasnt forgot you. no real guys are that way.
its either when he has free time, hes really tired and doesnt want to ruin the conversation bcuz he doesnt want to be tired when he is talking to u. either that or he wants u to call cuz u dont call and he wants YOU to call =P. so call

Maybe he isn't that interested in you. Or perhaps he doesn't want to be told to call, sort of a rebellious thing. Keep your options open, see other people.

he might be busy or just a time off,give him a chance just enjoy yourself w/out him,if you can help it just wait for him to call you first,give yourself a chance to be w/out him,go out w/ your family, meet some new friends,
remember,a bf/gf who is serious about the relationship will never let the other person be worried.
