The human mind is not so simple, but SOME human minds like to look for a simple way of labeling and judging others.
Is it not a fair statement to say that some people do act superior? Some just want to level the playing field, point out hypocrisy, etc. You allow this with your first word: "usually." I'm not sure I can analyze that since we can't know the minds of these other people simply through their accusation, but I daresay it is merely a natural response to perceptions of another's arrogance, which does not mean an inferiority complex.
If you mean that they actively seek out ways in which others are superior, then I would have to say that this group is a minority, though this tactic may often be employed as a weak method of argument by others. Rather than think about the issue at hand, they try to attack the one who brought it up because of the way he said it.
So, usually an inferiority complex? No, just ignorance.
