Jasco actually makes a white spot remover. However, you can also use Howard's Restore a finish, too. Both can be found at the home improvment stores on the paint and stain aisle.

Depends on what made the marks; if it is water marks; try putting Mayo on the spots and leave overnight you may have to do this several times to remove the spots.
I*ve heard cigerette ashes work too, although I haven*t tried them.

Depends on what caused the white spots. If they are from a hot cup set on the surface, it is probably moisture in the clear-coat. This would require sanding the clear-coat and refinishing.
