What happens when my car ins forwards my claim to the defense counsel? I made a left turn, and someone driving thru a red light hit me on the side rear of my car. Does this mean they don't think Im 100% at fault. Wouldn't they have determined liability already.

Yeah I was summoned for arbitration and this skank has a bunch of lies in her complaint. They have no response from the witnesses yet.

Chances are it simply means that you are being sued (or about to be sued) by the other party. Your insurance company is obligated by contract to supply you with a defense.
Keep in mind that 'Liability' is just an opinion until both sides agree, the matter is dropped, or it is settled in court.
Sounds like you need to call your insurance company and find out exactly what is the status of your claim/accident.
