CS3 is the new Adobe Creative Suite. It depends what kind of CS3 file it is - Photoshop, Indesign, Illustrator etc.
Whatever the file is you'll need to corresponding Creative Suite program to open it. Some adobe files are compatible with older versions too, so if it's a photoshop file you'll be able to run it with CS2 or an even older version of Photoshop. I think Illustrator is the same but, unless I'm mistaken, InDesign files are not compatible with older versions generally.
You can usually get an update to an older version though even if the file is incompatible to run it. But you need a legit version of the Adobe software for that.

There isn't such a thing as *.cs3 file extention, though after I did a little research, it looks like it might be a driver for an old Casio keyboard (which is not relevant to your story I guess), but it also can be a tricky Abode extension for a new appications like Abode Flex Builder or another Adobe-related interchangeable file format.
