A Placebo is generally a sugar pill. It is used when someone thinks they have something wrong with them, but it's all in there head. The doctor will sometimes give them "sugar" medication. They think they are taking something to cure what's wrong, and since it's all in there head to begin with, it sometimes works. They also use them is medication studies, one group of people will get the placebo and the other group gets the actual medication. They all have the same condition to begin with, so the doctors can see what there medication they're testing actually does for the condition and what side effects.
