OK, sounds hormonal since it occures with your period.
This is a systemic thing, and not just a skin problem. A woman's immune system is lower during the mense than the rest of the month. Pimples are actually an infection of the individual sweat glands. Try doing immune enhancing things during this time of the month, such as get extra vitamin c, drink plenty of water and get more rest.
You can also see a Naturopath who can help you to naturally balance your hormonal system. If the pimples occur with other PMS-type symptoms, you could have too much xeno-estrogen in your system. A Naturopath can help you come up with a plan to flush xeno-estrogens from your body, so that your natural hormones can be balanced.
Xeno-estrogens are synthetic (not natural) estrogens that are found in plastics, pesticides, polyester, birth-control pills and many many many sythetic products. Xeno-estrogens are also present in some foods (such as coffee and chocolate). They are stored in the body fat, so they accumulate over time in your system and can "outcompete" your natural hormones... including screwing up the healthy balance of estrogen vs. progestrone in a woman's body.
Many scientists think that the increase in xeno-estrogen in our environment is contributing to the rise in hormonally-link cancers and many other health problems... as well as the fact that girls in the USA now start mensing at the average age of 11, when in the early 1900s the average age was 16, and that men's sperm levels have dropped dramatically over the past 100 years as well.
The best thing is to see a Naturopath and let them help you formulate a plan to address this problem as a whole.

The first approach is proper skin washing. Use warm water and soap twice daily, and do not scrub the skin raw. Overdoing it will not help.
A second approach might include over the counter medicines like salicylic acid or benzoyl peroxide. There are plenty of creams that use either of these chemicals. Again, don't overdo it, and make sure you use sunscreen if you use benzoyl peroxide.
A third approach would involve prescription drugs. If you have a big problem, or you're very concerned, it might be worth it to talk to a doctor.
Finally, the worst acne may require systemic antibiotics.

Try changing your shampoo and conditioner, and your soap or shower gel. Maybe they have some moisturizer in them that is causing you to break out.
Try head and shoulders shampoo and conditioner, you can use it as a body wash too. You only need to use a small amount, it helps breakouts, instead of causing them.
