I believe the law does allow you to do so,
but you may need to have a good reason to tell a cop,
in case they witness you doing it, or
there's traffic behind following too closely
that leads to accident or close miss.

No you are no supposed to stop abruptly while driving. By resorting to this you are dangering other people. Usually clearly not in your case when you get your license you are taught on how to break and to avoid unnecessary breaking.

If you're talking about stopping just for the he77 of it NO. If you're talking about stopping to cause the driver behind you to wreck, NO. If you're talking about to avoid a collision, YES.
