As long as you're not being vulgar about it, you can scratch what you want and it won't bother me. However, if you're actually fondling yourself, or actually digging/gouging your private parts, I find that repulsive because if it itches THAT badly, you probably have some type of disease/infection, and that's just gross. Regular old adjusting or a slight scratch is fine...everything itches at some point. :)

I think it should be done out of view of others. Sometimes I go to a restroom or away from other people to pick a wedgie out or scratch an itch. Other people don't want to see that. It's embarrassing.
