In the center of your front bumper, about 8 inches apart, should be 2 barely visible "dimples", about 1/8 inch round.
Notice that they line up perfectly with the holes in a license plate.
These are where you locate the self-drilling screws to mount your plate.
Zap 2 1/4" or #14 self-drilling screws thru the plate & right into the dimples. Add a nice chrome frame if you like.....

If you have just purchased a VW product from an authorized dealer in a state that frnt license plates are required, return it to the dealership. In states that require a frnt license plate, dealers are supposed to install the license plate frame and mounting BEFORE the vehicle is sold as part of the new car dealer prep; the dealer is paid by VW (actually you since new car prep is usually charged by the dealer) and all factory accessories and state required items, plus a road test, a car detail and a tank of gas is done prior to you taking posession of the vehicle in question.
You might ask the dealer if he did not install the frnt license plate frame and mounting what else did they miss? Check your pre-delivery sheet to see if they marked off installing hub caps, license plate frame/mounting etc.; if they have, then they might have only given the car a quick wash and installed the hub caps. Did they even drive the vehicle and check all the accessories to see that they were functional? It's fair questions to ask.
It's bad enough that VW hasn't always listened to the dealers when it comes to issues with the past products; its simply terrible when the dealership cannot do their job of preparing the vehicle for sale.
Call your sales person and ask what sort of prep do they do, if they cannot even install the license plate mounting/frame. At the least, the person should come out and install it for you.
Just my two cents, I'm peeved that dealerships like this one haven't helped VW's reputation. A car nut.

Sounds like you need to buy a couple of holes at the local auto shop. (Don't buy 'wood' holes or the inferior ones made in japan).
They are generally in the parts section next to the relative bearing display.
Or. ... you can simply buy the nuts and bolts, a licene mount and then drill the holes your self. (Don't mount the license directly to the bumper.. mount the plate holder to the bumper and then put the plate on that..

on my 83 rabbit, there was a bracket that was bolted to the bumper from underneth and held the front plate, I don't know what year yours is, on my moms jetta, I ended up drilling holes in the front bumper and used the plate for a template

Place the plate holder on the front bumper where you want it and drill holes into the plastic bumper using plastic anchor screws, usually supplied with the factory supplied bumper plate holder.

Get yourself some of the inserts available at most DMV
The little plastic things and the screws.
Drill a hole through the bumper cover - it is just palstic.
Insert the plastic keepers, make sure they are tight fitting.
Then screw it in, as you tighten it the keepers expand and hold it in place.

I had the same problem with my new Toyota. I used self drilling tech screws. That was 5 years ago, It is still on my front bumper.
